Iowa AG Bird joins bipartisan push for tougher “Know Your Customer” robocall rules

July 28, 2026 – Iowa Attorney General Brenna Bird on Tuesday joined a bipartisan coalition of 50 attorneys general urging the Federal Communications Commission to strengthen “Know Your Customer” rules aimed at curbing illegal robocalls.

The rules would require phone companies to verify the identity and business practices of customers using their networks, allowing providers to suspend or deny service to entities making unlawful calls.

Officials say illegal robocalls often originate with voice service providers that allow bad actors access to the U.S. communications network. Strengthening customer verification requirements, they argue, would help prevent scammers from placing calls in the first place.

According to the coalition, current rules are insufficient. Americans received more than 29.6 billion scam robocalls and texts last year and lost nearly $2 billion to such schemes.

The attorneys general are calling on the FCC to require providers to better understand their customers’ business models, apply stricter standards to all originating providers regardless of size, and increase monitoring of high-risk, high-volume users.

The request is part of “Operation Robocall Roundup,” a multistate effort launched in 2025 to combat robocall scams. Phase 2 of the initiative has expanded enforcement efforts to include major voice service providers.

Residents who believe they have been targeted by scam robocalls are encouraged to contact local law enforcement or the Iowa Attorney General’s Office.
