Kentucky attorney general joins 15-state coalition to end ATM robbery

August 12, 2026 – Attorney General Russell Coleman announced Wednesday that he joined a 15-state coalition to end ATM robberies.

Attorneys general from 15 states across the nation sent a letter to Congress on Aug. 6, urging it to pass the Safe Access to Cash Act, a new act to modernize existing laws, according to a news release.

The letter indicates that strict federal laws are in place to protect banks and financial institutions from robberies. Current legislation, however, does not account for ATMs, many of which are located in retail stores, gas stations, and community locations.

The Safe Access to Cash Act updates the Federal Bank Robbery Act of 1934 to allow crimes involving ATMs located away from banks and financial institutions to be federally prosecuted.

“Safe and reliable access to cash is essential for millions of Americans, and our laws should reflect the modernization of our society. This legislation gives law enforcement more tools to crack down on criminals who want to make a dishonest fortune,” Coleman said.

Other states in the coalition include Alabama, Arkansas, Georgia, Louisiana, Missouri, Montana, North Dakota, Ohio, Pennsylvania, South Dakota, Tennessee, Utah, and West Virginia.
